Unfortunately, it is a hard dependency.  You must either build
or somehow acquire the libguile library and attendant headers
and the guile-config configuration info program.  Sorry.

I try to go to great lengths to be assured that any *csh program is not
the shell interpreter.  They are fine for interactive shells, but
impossible for any but the most rudamentary scripts.  Retry your
"make check" with SHELL=/usr/xpg4/bin/sh.  I'll try to figure out
how come it was using a known broken shell program.  Odd this would
be any different from 5.8.6

This would be worth chasing.  Have you a stack trace?
