Because back in the deep dark past, Guile would change the way it
works with every minor revision (1.4 -> 1.6 was particularly bad).
Consequently, rather than have my "customers" complain that it does
not work for reasons unknown, I made the reason obvious and clear. I
would then upgrade my Guile and test, then bump the acceptable version
limit. It has been pretty stable for the last decade or so, so perhaps
it is time to retire the guile-face.def stuff and only prohibit early
stuff.  I think NTP (Net Time Proto) is still using 1.8 on some of
their platforms, so I even still cannot require 2.0 (actually 2.0.4,
if I recall 'cuz 2.0.{0,1,2,3} are really broken).
