For some reason, when I run `make check -C tests', all the tests but this
one run.  If I run make check -C tests TESTS=ammissingprog.test
VERBOSE=yes, it works.  Weird.

FWIW, I cannot reproduce this.  Which make version, was maybe
tests/Makefile.in or tests/Makefile for some reason not updated?
Was this on GNU/Linux?

GNU Make 3.81 / i386-apple-darwin8.10.1
if Makefile.in/Makefile weren't up to date, make would've regenerated them (I'm not using any weird/networked filesystem, just my local HFS+).
