You should not use $< for constructing targets, only $@ will contain the
right name to create.  IIUC the commands are creating the each of two
targets separately, thus you should use two separate rules:

%.h: %.ui
        @UIC@ -o $@ $<
%.cpp: %.h %.ui
        @UIC@ -o $@ -i $^

This make sure that each comand argument has the correct directory part.
