For all targets whose name conforms to make macro name requirements.

It would make $($(shell echo "$@" | tr '[:punct:]' _)_FLAGS)
an interesting construct, but you get very far afield that way....
Still, I like it and I'd like it more if there were an abbreviation
for it.  :)
