I've posted docs on the autotest wiki regarding use of github tracking
issues to help coordinate development efforts:

For libvirt in particular, please make topic-issues for the new tests
(after today) that your working on. Then, please link them to
topic-issue #497.
Active work should have it's topic-issue assigned to someone. If you're
unable to do that, say so in the topic-issue and we'll take care of
assigning.
The intent of tracking issues (like #497) is to help the community
avoid duplicating/conflicting work. So, before starting something new,
please check the tracking issues to see if someone is already working on it.
