I think I can separate libcgroup-tools relevant codes from utils_cgroup.py,
then put it into libcgroup.py in the future.If libcgroup-tools is dropped
in the future, libcgroup.py will raise a ImportError.
For now libcgroup-tools still takes effective to current linux OS(Actually
rhel7α3 still has this tool), I think it's necessary to use it(Not only use it, but test its commands, like test virsh command) to control/test cgroup subsystems.
