This set of patches re-arranges the base.cfg.sample contents into
logical order from highest-level to lowest.  Each section is arranged
the same way, and comments added/re-worked to clarify what each
setting is for and provide examples of valid choices.  The last patch
applies similar changes to the libvirt base.cfg.sample.
