bugzilla.novell.com is the right place to report downstream SUSE bugs.
It looks like 0.6.17 is in FACTORY, however, which is what will become
openSUSE 10.3. In general, non-security bug fixes aren't pushed out
for released versions.
Also, it looks like the GNOME:UNSTABLE repo in the openSUSE build
service has Avahi 0.6.17 for 10.2:
http://software.opensuse.org/download/GNOME:/UNSTABLE/openSUSE_10.2/
But I'm not sure what the RPM dependency implications are there.
