Added: src/java/org/apache/avalon/framework State.java

Wrote a utility class which can be used to verify the lifecycle contract for
a particular component is being properly followed.
I wasn't aware we actually said we should include this....
If we do include something like this, it should be the better tested
o.a.excalibur.util.ComponentStateValidator and it's associated test
case.
-1 on the grounds that we did not agree to its inclusion in CVS.
