[VOTE] new Committer

I would like to propose Neeme Praks as a committer to the Avalon Framework.
His contributions include the internationalization (i18n) package, and its
support.

When I presented this earlier, Peter Donald gave a +1, but the message must
have gotten lost in the shuffle.  Could the remaining Avalon committers
vote on this?  We need at least three +1s to make him active, and he
has two (and no objections).
