That proposal is mostly based on Avalon.

The core framework weighs in at a mighty 29k. The complete
avalon project including the app runner (phoenix) is a lot
more; probably near the 300k. I'm Not sure.

The basic avalon framework can be put to use in just about
any environment to ease COP. At 30k the footprint is quite
acceptable as well.
