Peter, you had recently changed the markup and stylesheets for
Announce.xml, however there is no place to put multi-paragraph
information.
I am going to alter it a little bit to add a <para> tag so that
we can have multi-paragraph text inside the descriptions. Also,
I am going to allow for a <ulink> tag so that we can do arbitrary
links as well.
