We need to come up with a boiler plate README layout for all the
subprojects.
Also, we need to have a boiler plate WARNING file for all the scratchpad
subprojects so that those projects are clearly marked as developmental.
We currently have Cache, i18n, and extension which I believe were in
scratchpad at the root directory.
If we are going to promote these projects, let's get vote on that.
Otherwise,
we need to mark them clearly as scratchpad.
I believe that Commons has two completely separate directories for
released
and developmental projects. We may want to take that approach before we
get too far into this.
