We don't have any proper unit tests for Excalibur CLI, I believe, so we can't apply them to Commons CLI. I am always in favor of unit tests tho', so if anyone has the time and the itch... ...failing that... I'd say Nicola or someone else will move some stuff over to Commons CLI and if I see it fail or a user complains things fail, I'll just start whining loudly 'till it is fixed...I simply explicitly reserve 'the right to -1' for when that happens (but I don't expect it will!) as there haven't been guarantees it won't happen yet. I'll usually take the word of an apache committer as enough reassurance, unless another person conflicts their statements =) So, to answer, I'd say whoever changes stuff also does testing to make sure he doesn't break anything.
