APACHE AVALON PMC VOTING PROCEDURES - PROPOSAL
[..]

The PMC Chair may disallow
a vote at his/her discretion, providing that justification is
provided.
-1 (vote not veto).

(e) Vote Duration

A vote not meeting quorum during the initial 7
day period shall default to a 14 day duration.
At the end of please. No more rushed votes. Mulling is good. Changing one's mind is not a failure.

The PMC Chair count shall stands as the
final authority on vote counts. Non announcement of a vote
result by the chair within 60 days of the initiation of a vote
shall render the vote null and void.
There are higher authorities than the PMC Chair. We should not discount them in our design here.
