It has had commits. Is not dead just sleeping.  It will not have more committers just 
because it
arrives at Sourceforge.  It may have a lower barrier to entry for prospective new 
committers, but
that is easy to understand - no six month wait before addition.  As it happens, there 
is a fellow
who wants committer status.

SF is neutral on community.  Incidentally, the FSF is too.  I know I got in heaps of 
trouble
proposing ApacheForge, but hey there is sometimes something to be said for "roll up, 
roll up, take
a seat".

My ideal place would be a Jav foundary, with a low barrier to entry, with some of the 
FSF's zeal,
but not the viral copyleft of GPL (nowt wrong with LGPL for the record).  BSD is best.
