ResourceLimitingPool doesn't respect maximum pool size

The ResourceLimitingPool operates in a number of modes.  One is to have a
flexible max.  Ie, the pool will grow beyond the max if needed and then shrink
the pool back down to max as extra objects are released.

Is the code used to instantiate/configure the ResourceLinitingThreadPool
available?   Probably not.  I still use this pool quite a bit without problem
but would of course be interested to know if any exist.
