I hate the fact that the licenses are incompatible (I've wanted to combine Apache/GPL code in the past,) but I don't think it is a tragedy. I don't see how the GPL would maintain the ideals of the FSF if this intermixing were allowed.

Incidentally, whilst porting apps I have noticed a few GPL infractions.  Jext 
is one.  It is GPL,
yet imports Skin Look and Feel (which uses an Apache license clone) == not 
allowed.  Should I tell
these guys, or turn a blind eye?

I think you should tell them. Every group with an Open Source license needs to know about this sort of issue to keep the use of their license clean and meaningful.
