[Proposal] Excalibur Cache

Here is proposal for excalibur cache framework.
See the attached sources. sorry :-)
Key point is seperation of cache store and caching policy.
LruCache implementation is not fully tested.
Need more improvements.

PS. jakarta mail server filtering message with attachd file? sometimes my
mail is not delivered. no notification of rejecting.
