Can I change the phoenix todo.xml to use <s2> instead of <li>

I think it would be better if we could <p></p> add narrative to pertient one. For example Leo has just left the project (temp I hope) and his handover was in email. Also we've just had a "ModifableConfiguration" conversation and it'll be forgotten unless we note it.

There is a subtle difference here :-

1) With cornerstone apps (especially the RFC compliant ones) were inviting others to code them and contribute. It's easy enough for people to see HelloWorldServer and teach themselves Avalon as they code, say, DNS, then surprise us with a finished product. A good job for newbies especially as the RFCs are quite tight.

2) With phoenix TODO's we're seeking high skilled (higher than me at least) peeps to help out - the current one liners lose their intended audience. Perhaps we should book mark cases with when conversations took place (in this list). That way we have less "from fresh" discussions.

I can do the changes - XML is inside my skillset ;-)
