I propose to move the following packages to Jakarta Commons:
1) org.apache.avlaon.excalibur.collections
2) org.apache.avalon.excalibur.concurrent
Already there is some duplication with Collections (I think Collections is
out of date). This would require deprecating all the classes in Avalon
Excalibur, and making synching up the classes with the Jakarta Commons
packages. It will also require using the commons classes in Excalibur.
This should be the first step as we concider other packages to move.
The best of all worlds would be if Excalibur only contained Avalon Components,
and Jakarta Commons contained the general utility code.
