This is not a "bug" but a feature. Unfortunately at this stage we do not have a 
very effective manner in which we can control extraction of resources from a 
.sar file. We need to be able to indicate which files are replaced on an 
upgrade, which aren't, those that may need augmentation (ie if we update a 
block class we may need to modify its configuration) and which files are 
deleted on undeploy, uninstall etc.
