It is all working now. The only thing you need to do to a standard Phoenix is add tools.jar to the lib directory (same as the excellent Jo! and Catalina).
Thanks again to Jules for providing the email support for this. Next on my list is a field test against EOB.

Jetty now works under Phoenix control (jakarta-avalon-apps/sevak). It requires some additional jars in <Phoenix>/lib directory (2x jasper libs, ant.jar, tools.jar) but other than that it deploys webapps quite nicely. Thanks to Jules Gosnell (Mortbay) for advice. I'll do some more work trying to make the classloader/classpath situation better, before making downloads available.
