What JDK version are you using, 1.4? If so, this is because an XML parser ships
with your JDK, and thus phoenix is unable to register its resolver to return its
DTD.

The public ID for the DTD is a URI, not a URL. Looks the same, but it doesn't
have to exist.

The resolution at this time is to remove the XML parsers from your system
classloader.
