Like I said I agree. I was just worried about breaking somebody's code in the process
of fixing this. I posted a query to the dev list and nobody replied with any problems with
the change so I went ahead and committed the fix. The version of ECM in CVS now
should now log and then rethrow any exceptions during initialization. This is what was
already happening for problems encountered during configuration.

Let me know if this solves the problem you were having.

what about fortress/merlin. is it the case of ecm or general framework?

This was an ECM problem, not framework.
