Actually, having just taken a look at plexus again, I would recommend using that, as it is pretty much geared at the turbine use case. Of course, it's not an ASF project but IIUC it is likely to be.

Nevertheless, yes, fortress is perfectly good for linking to in development code. Just keep the "backwards-incompatible changes will no doubt happen" in mind :D
