Seems that old autoconf is called.

There is no error checking in autogen.sh so it tells you that ''you
are ready to run configure'' while you are not.

Remove AM_FUNC_OBSTACK and AM_FUNC_ERROR_AT_LINE from acinclude.m4

Well, for me it works perfectly with autoconf 2.52 (after removing
AM_FUNC_OBSTACK and AM_FUNC_ERROR_AT_LINE).

AFAIK Zdenek wrote that autoconf 2.52 in Debian is a bit broken. Maybe
your autoconf is that one.
