So, contrary to my initial belief, libmp3lamebin is the legal distributable 
version, and libmp3lame is not ?

Why not have more explicit flags for configure:
--enable-lame-plugin for creating libmp3lame
--disable-lame-plugin for creating one-day-will-disapear libmp3lamebin ?
