Unfortunatly, there isn't any suggest equivalent in rpm world :-(
The behaviour you're describing here (someone who prefers using 
manually-installed software instead of packaged) is for experimented user, 
someone who should also knows about the --nodeps flags for rpm installation. 
As long as it doesn't make other users life impossible, I prefer to make 
newbie life easier :-)
