Why it should be different ?

I see it's completely the same thing - imagine movie emebeded into
a browser - why should user expect that  pagedown will move to
the movie beginging when the same key will movie the page to its end ??
I do not see any problems with this logic - and actually the
currently logic in the avifile seems to get more and more broken.

I know - that why I propose to check  PgUp/PgDown CurUp/CurDown swap :)

Sure - will be - but it takes time and human resources...
