It's really hard to judge from a distance - all I could say is - 
I've access to mostly similar box (I guess it's just full Ti4600)

And I don't have such problems - there is only one - I'd to set
mem=800M instead of 1GB as otherwice the  bttv driver doesn't work
(if anyone knows why or has been solving problem with 1GB or RAM
and bttv - let me know please - for now I don't have time to
search for the source of this problem)

Have you tried other codecs ?
(Xvid seems to be faster and will give quite good results as well -
though it's necessary to play with options a bit probably)

Are you using latest CVS (I've been doing there some changes so
maybe I've introduced some bug which I've not noticed yet as there
was no time to check yet)
