The only loaders that I'm aware of are avrdude, uisp, and avarice. All of those, AFAIK, do not override addressess in the hex file. There's simulavr too, but it only "loads" into a virtual device and AFAIK it doesn't override either.

Besides, what with the tools in binutils being flexible, I don't see a point in having the loader override addresses. All the rearranging can be done earlier in the toolchain.

I was referring to the original poster's thought that this format could be used for other architectures, where such assumptions may not be valid.
