I guess this is also exactly your problem with avrdude.  What CPU
frequency is your AVR running at?  The ISP frequency must be below 1/4
of the CPU frequency.  This is a non-volatile parameter in the STK500
itself.  You can set it interactively in ``terminal mode'', i.e. by
running avrdude with the -t option.  For a start, try something like
10 µs ISP clock period, that would be appropriate for CPU frequencies
of 500 kHz and above.
