I neither, because you don't tell us the exact command you're using,
nor a more complete error message.

Also, what's your ISP frequency chosen?  This one is stored in the
STK500's EEPROM.  You can adjust it from the command-line with -B,
or through terminal mode (-t).

You can add -vvvv (four "v"s) to see the STK500 protocol information
logged.
