make seems to have some kind of troubles with them as well.  I can't
see your environment, so perhaps you can analyze that a bit.  Perhaps
it's some confusion between C:/ vs. /c/ or such?

Under Unix, I'd use a syscall tracer to see which file names it is
looking for.  I've got no idea about a comparable Windows tool.
