I figured we did already distribute it "to the masses" as part of
WinAVR, so instead of applying a distribution-local patch for a
software package that is completely within our domain, I'd like to
have it directly in avr-libc.

Of course, only those functions that are actually working should be
mentioned, everything else can go away.  But I think we're at least a
month or two away from another avr-libc release, so there's time
enough to test it, and commit changes right now.
