Details:
I've added a command line argument that is used to control the bit clock for
parallel port programming interfaces.
The parameter passed on the command line is passed directly to usleep.
This patch is useful if you use the internal 128kHz clock as you main source
This was compiled under cygwin, and used on Win2K using the bsd style
hardware programmer.
