Follow-up Comment #1, bug #15051 (project avrdude):
Sorry for the breakage. I didn't realize this file was
also used by Win32 builds.
I've abstracted everything in header files now, so the
former #ifdef went into header files as well. Perhaps there
should be a win32_ppi.h as well now?
