This might not be a bug, and is more of a general question. You will get a
better answer if you just use the avrdude mailing list instead to
troubleshoot this.
I'm going to close the bug report for now - when you post to the avrdude
mailing list could you also answer this question:
have you tested the hardware with any other programming software, aka: has it
ever worked?
