Has anyone built, or tried to build avrdude to work with avrisp mkii
under windows?

WinAVR comes with a binary version that supports it. Or what's your
intention?

If you wanted to ask about libusb support, yes, I once verified that
as well, but don't have any current binary for it. However, I think
Eric Weddington is going to include libusb-win32 support into his
next WinAVR. Last time, he simply didn't realize that some extra
steps would have been required for this to work.
