Ralf Wildenhues is correct in his link to fixing the problem with building
the documentation. In Cygwin, I have to do
export TEX=tex
and the documentation correctly gets built. Thanks Ralf!
Now it is also correctly installed, both in a versioned directory, or in a
non-versioned directory, depending upon configuration.
