This has nothing to do with the bug where the print was swapping hfuse and
efuse.
It looks that avrdude is swapping the extended fuse with the low fuse.
Dumping m328p fuses I get:
avrdude.exe: Device signature = 0x1e950f
avrdude.exe: safemode: lfuse reads as FF
avrdude.exe: safemode: hfuse reads as D1
avrdude.exe: safemode: efuse reads as 5
But in reality the 0xff is the efuse and 0x05 is the lfuse.
This can be confirmed in page 283 of the datasheet:

It seems weird that nobody else noticed this... unless I'm missing something
here!
