I see this as a lot like pushing releases to Maven repos. We should make it easy to do, so it doesn't impose much on release managers. Thus the release build target should do as much as is possible, and the HowToRelease wiki page should document the process. Ideally the release tarball would include all of the files that need to be pushed.
I just added instructions to HowToRelease on how to push released jars to Maven repos.
