new Avro committers: Jeff Hodges and Scott Carey

The Hadoop PMC has voted to add two new Avro committers, Jeff Hodges and 
Scott Carey.

Can you both please file an Individual Contributor License Agreement 
(ICLA) with Apache?  Instructions are at:

Once these are on file I can ask for your account to be created.
