Hi K1ngR4T,
I've used both and I find Flex Builder 3 is the way to go if you
prefer to do things progmatically. You have a lot more control over
what all is going on, and it's much quicker to develop.
Due to the extra control you have, I believe Flex makes it possible to
create your projects in a more efficient manner as well, so you can
use tricks to get a higher framerate.
