Actually its in the svn in both f10 and f9. You are probably using the zip files or a previous official release. These builds are not the reflection of the latest updates and are in desesparate need of update. Prefab however is dev in sync with the trunk.
You do not need to download whole API if this is the case, you can just browse the repository and save this event class and drop it into your events package.
