Details - Tooltips and menu items (wiboxes) are drawn offscreen when a border
width is set.
Reproducable: always, steps below:
1. In your theme set: theme.tooltip_border_width = "15"
2. Spawn a tooltip near the edge of the screen so it should calculate how to
position it on screen.
3. The tooltip will be drawed incorrect.
Possibly odd things i found:
- In tooltip.lua in the place() function it calls
a_placement.no_offscreen(self.wibox), however wibox geometry doesn't take
border widths into account while clients do.
