It sends a Change Desktop request whenever something happens in it (and it does that for all screens). Due to the nature of the request, it's impossible to determine where it came from, thus it is not possible to ignore that from awesome without seriously crippling it in respect to EWMH (and pagers would then be broken too). Other Window managers like KWM and Metacity don't exhibit this problem because they always display the same workspace on all displays.
