Having the same problem, also on Arch but...
I just noticed another change that might help in figuring this out.
Previously in the run prompt (mod4-r) when I typed with my cyrillic (mk) layout nothing would show up.
Now, I get some strange characters (they look as they are from latin1 but have
no idea on the layout).
